About the Author
Mohan Iyer, has more than 20 years experience in system implementations with the last 15 years implementing Oracle Financials. He has a strong background in Finance and Accounting - having these as his major subjects in college. He has an Accounting degree from the University of Bombay (Mumbai), India. His skill-set includes the full range of financial applications in Oracle Applications and related modules where there is a financial impact. His broad range of skills has helped him with his implementation of - Record to Report, Procure to Pay and Quote to Cash processes, with re-engineering and crystallizing processes during implementations. His tenure as a consultant and a manager of financial applications in corporate America, brings to the table a wide range of experience with financial processes that include inter-company, multi-currency, statutory needs and process flows to manage operational changes that will lead to efficiency and appropriate accounting results. He has been a board member of the NorCal OAUG and Multi-National SIG and is the coordinator of the GL SIG and has presented various papers at OAUG and related conferences. A good resource

First I want to disclose I was sent a free copy by the publisher as I have a blog on this subject [...]. Second I should disclose I know the author and worked with in his role at the Oracle Applications User Group.
This book is not going to make you an expert in Oracle Financials and ready to get started on a major implementation right away, it does not get into the detailed steps of how to configure all the modules and features. What it does is introduce the modules and explain what they are for in a way that a business user can understand, diving into a little more detail in some places. I think it is intended to be a guide for a business user considering or already starting an implementation, so they can understand some of the options and choices available and I feel it meets that goal well.
It does also cover what is new in Release 12 (there is a lot of new stuff in R12) and would be useful to somebody who only knows 11i and wants to get up to speed on R12.

Good over view of functionality

Oracle E Business Suite Financial R12: A Functionality guide is first which covers functionality of R12 (Financial) end to end. Mohan, Author of book is running a implementation and training business which has helped in shaping the book.
Book is targeted to middle level executives who understand business processes. Due to its target audiences, Mohan has assumed that reader of this book has prior knowledge of Oracle product suite which may not be true in most of cases because business is not Oracle shop.
On the technical front again author has also assumed that reader has understanding of underlying technical aspects like flexfield.
Book covers functionality part of Oracle Financial R12 in sufficient depth and good read for one who has Oracle product exposure

add exchange rates ?

Iyer's book is aimed at a financial professional who these days surely must have some experience using a spreadsheet like Excel. Where this experience preferably extends to having done some simple programming that makes some cells be dependent on the values of other cells. Well, ok, the current book does involve more intricate coding. But you still do not have to be a professional programmer.
The examples in this guide are careful to use the terminology of accounting and finance. They all involve common needs you are likely to have, in asking the e-business suite R12 to analyse the underlying data. Topics include budgeting, where this can span several quarters or years, and where the budget organisation might be a department or group of departments in the company.
Another handy topic is the ability to transact in any currency other than that defined as the ledger currency. The only requirement being that an exchange rate is defined between these. There is one restriction as far as I can tell from the text's documentation of this feature. The exchange rate has to be entered by hand, and it can vary as a function of time. I suspect that there must be a module or subroutine that can take these from another database, perhaps as a Web Service. For example, another book I recently reviewed, Mastering Magento, does exactly that.
Along these lines, a later chapter of Iyer talks about credit management. Where R12 lets you process applications by individuals or companies for a line of credit with your firm. R12 has a means to hook into Dun and Bradstreet's database, letting you consult it for information about an applicant. That does require you to pay D&B for access, unsurprisingly. Since that is very high value information. So why doesn't Oracle do likewise for exchange rates? This would likely be cheaper, since such rates are promulgated freely.
